The plenary session about the STAN-programme will start with a short introduction about Stockholm and some important prevention definitions. A foundation for the preventive work in Stockholm is working with risk- and protective factors. A common question in preventive work is whether we should focus on exposed and vulnerable groups or if we should work towards the general population. The STAN-programme indicates that different levels of prevention should be combined. An important issue, taking a start in primary prevention and promotion, is to highlight the need for cooperation between different actors since drug prevention is a question not for a few specialists only. Many arenas and actors must be involved, from legislation to practical, everyday work.

The forum in the afternoon will continue and deepen the discussion about some principles for optimal primary prevention.
